3-year-old missing from Millbrae in possible parental abduction

MILLBRAE, Calif. (KRON) — Officials are searching for a toddler who went missing in Millbrae on Sunday, according to the San Mateo County Sheriff’s Office (SMCSO). A press release says the toddler went missing between 9:30 a.m. and 11:30 a.m.

Police believe the child, 3-year-old Andrea Flores, could be a victim of parental abduction. She was last seen at 581 Magnolia Ave after having a planned visit with her father/suspect Victor Flores-Enriquez.

A child custody order allows Flores-Enriquez, 33, to visit his daughter three times a week at a public place, the SMCSO said. Flores-Enriquez did not return Andrea to her grandmother after Sunday’s visit.

Andrea is described as being 3-feet tall, 36 pounds, with blue eyes and brown hair in braids. She was last seen wearing a pink and white sweater with “Frozen” movie characters printed on the front, black pants with white stars, a pink beanie and braided brown hair with a bright green hair-tie at the top of the braid, according to the SMCSO.

Police believe she may be with Flores-Enriquez. Authorities say he does not own a vehicle and typically uses public transit and/or ride-share apps. He is 5-foot-10, 180 pounds with brown hair and hazel eyes; Flores-Enriquez was last seen wearing a blue t-shirt, blue denim jeans and carrying a black backpack.

Flores-Enriquez, described in the release as a Hispanic male, has made comments recently about returning to Mexico, according to the SMCSO. Law enforcement in surrounding states, including U.S. Customs and Border Protection, have been notified about Andrea’ going missing.’s disappearance.
