“In this instance, it appears that time played a significant role in Mr Lampard avoiding a conviction.
“While there are sweeping changes planned when it comes to driving and using a mobile phone, that legislation change didn’t come soon enough to be able to be used in this case.
“Without further evidence that would show that Mr Lampard was interacting with his phone at the time, the prosecution was dropped.
“The proposed changes to the law will make it illegal to use your phone whilst driving under almost any circumstance, including scrolling through playlists, playing games, or picking up the device to take photos or videos.
