The European Union and NATO are finally expected to formally issue a long-awaited  joint call for Russia to stop its war in Ukraine, as well as pledging to continue their “unwavering” support of Kyiv. 

The text would mark a considerable diplomatic achievement after more than a year of being deliberated over and reconsidered. Tensions between Turkey and Cyprus had problematised a unified response. 

 

Two diplomats close to the deal said the joint call was expected early next week or, failing that, at the start of 2023. 

The diplomats reportedly agreed “to fully support Ukraine’s inherent right to self-defence and to choose its own destiny.” And they say that “Russia’s brutal war” has “exacerbated a food and energy crisis affecting billions of people around the world”. 

Initially, the document was expected to be signed-off at the NATO summit in Madrid last June.

At the start of December, the European Parliament accused the negotiators of “foot-dragging” over the third joint declaration.

The text has been negotiated mainly between the office of the European Council president, Charles Michel, the Commission and NATO.

In the near-final draft, the EU and NATO call for Russia “to immediately stop this war and withdraw from Ukraine,” and they reiterate their “unwavering and continued support for its independence.”
