Moreno fell nearly 40 feet into the artificial pool, Mexican media outlet ABC Noticas reported, citing local authorities.
According to the family, a tourist jumped into the water to rescue the boy and he himself nearly drowned in the process.
The boy’s loved ones accused the amusement part of not having the proper staff in attendance to save her brother and the Good Samaritan.
The Nuevo Leon Civil Protection said in a statement that Moreno did not suffer any injuries and was able to walk out with his parents and family.
Moreno’s brother, however, told Fox News the child is recovering from minor injuries suffered and is “psychologically damaged” and “afraid.”
A government investigation into the incident is underway, according to officials.
