The Blues are keen to tie the 20-year-old defender down to a new deal having rejected a £40million from Brighton, the club where he excelled on loan last season.
Chelsea insist he is not for sale at any price and view him as a long-term option at centre-half but as it stands heading into the 2023-24 season, Chelsea are well stocked at the back.
With Thiago Silva also still a mainstay at the back, Chelsea have invested heavily at the back over the last 12 months with Wesley Fofana joining the club in a £70m deal last summer.
Benoit Badiashile arrived for £30m in January with Trevoh Chalobah also an option.
According to the Evening Standard, Colwill does not want a back-up role at the club and wants clarity on his situation before making any decision on his future.
Chelsea meanwhile are hopeful of signing Moises Caicedo from Brighton with talks between the two clubs expected in the coming days.
While they are desperate to bring the Ecuador international to west London, any attempts to include Cowill in the deal will be rejected.
Manchester City and Liverpool also among the sides interested in Colwill should a situation develop where he possibly leaves Chelsea.
Rio Ferdinand meanwhile recently labelled him as a dream defensive signing for Manchester United, but believes Chelsea will do everything to keep him at the club.
‘If I could get him, my dream one would be [Levi] Colwill, on-loan at Brighton from Chelsea,’ Ferdinand said on his YouTube channel. ‘But I think Chelsea are going to keep him. I think they’ve seen how good he is now.’
Chelsea are determined to trim their squad this summer with a number of exits already confirmed with Mason Mount expected to join them after Manchester United agreed a fee for the midfielder on Thursday.
Cowill will not be among them however with Mauricio Pochettino keen to work with the youngster.
