Council ponders CAT LEASH order to stop roaming felines

Roaming cats in the streets of Fremantle could soon be a thing of the past.

City of Fremantle councillors at their November 24 meeting backed councillor Adin Lang’s motion to start amending the City’s Cat Management Local Law 2020 to expand cat-prohibited areas to all City-owned and managed property unless the cat is on a lead or contained.

If approved, as well as being banned from natural bushland areas, cats would also be prohibited from other refuges for wildlife such as verge gardens, median strips and street trees.

Other City-managed assets such as roads would also become prohibited areas to help save cats from being hit by vehicles.

There are currently 750 cats registered in the City.

Cr Lang told PerthNow there were other councils in the Eastern States who had recently gone down a similar path.

“In the 1970s dogs would roam our streets and I expect roaming cats will also become a thing of the past,” he said.

“While we have prohibited areas in our natural bushland areas, cats are still entering.

“At a minimum our bushland areas need a ‘prohibited area buffer’. Many of our native verge gardens which also act as a wildlife refuge also need protection from cats.

“Therefore, it’s more practical to simply extend the prohibited areas across all of Fremantle.”

City officers will now draft a proposed amendment, which will then go to the council to decide whether to advertise it for public feedback for at least six weeks.

Community feedback will then be considered by the council before the amendment is considered for approval.

If approved, it will then be referred to the State Parliament’s Joint Standing Committee on Delegated Legislation, which has the power to request changes or disallow it.
