Covid-19 Travel Restrictions Update For November 2021

November is a vital travel month for domestic and international travel. You might be trying to find a travel discount before the peak holiday season starts. It can also be an excellent time to escape to a tropical climate to dodge the chilly autumn temperatures. Here are the latest Covid-19 travel restrictions that can impact your fall trip.

United States Travel Restrictions

Just like since the beginning of the pandemic, it remains easier to travel within the United States than going overseas. In addition, these travel restrictions are relatively minimal for U.S. residents and permanent residents.

Hawaii

The ever-glorious state of Hawaii continues to be the single state with a mandatory quarantine for visitors and returning residents. Thankfully, you can waive the 10-day self-isolation period with a negative entry test or by being fully vaccinated.

While the state never closed its borders, Governor David Ige discouraged tourism from late summer through the end of October due to a spike in case counts. The infection rate has stabilized, and the state is more receptive to Americans and foreigners wishing to visit the islands.

Vaccine Mandates For Tourists

Several cities are requiring their citizens and visitors to have proof of vaccination to attend certain indoor activities. These cities include:

  • New York City
  • Los Angeles
  • San Francisco
  • New Orleans
  • Honolulu

The restrictions for each city vary. In some instances, you only need one shot and can enter restriction-free if you’re partially vaccinated. It might also be possible to enter with a negative diagnostic test result.

The indoor activity restrictions generally include dining, concerts, sporting events, trade shows and gyms. 

Large outdoor gatherings like theme parks may also be affected. For example, Los Angeles County requires proof of vaccination or a negative test result to enter the Six Flags Magic Mountain or Universal Studios Hollywood parks.

Commercial Travel Mask Mandate

In addition to local vaccine mandates, the federal mask mandate for commercial travel of any kind remains in effect. Passengers age two or older must wear a mask to fly, board a train or ride a commercial bus.

United States Entry Requirements 

Starting November 8, 2021, many foreigners can visit the United States again. Currently, travelers from approximately 33 countries cannot enter the USA because of the country-specific travel bans.

After the first week of November, non-U.S. residents from any country must be fully vaccinated and (air passengers age two or older) must have a negative pre-arrival test from the past 72 hours.

The re-entry testing requirements are also changing for unvaccinated and partially vaccinated U.S. citizens. They must have a negative test result no more than 24 hours before arrival instead of the current 72-hour window.

Fully vaccinated Americans can still obtain a return test within 72 hours before returning to the United States.

Canada

Non-essential travel in Canada is also being encouraged as the state has new domestic and international travel guidelines. Americans wishing to enter Canada by air or car must be fully vaccinated and (if age five or older) have a negative molecular test. 

All travelers on commercial transit must be fully vaccinated. This requirement has a more significant effect on Canadian citizens going on their first domestic trip since 2020.

Starting November 8, 2021, Canadians can again travel to the United States by land. This is the first time the U.S. and Canada land border will be fully open since the pandemic began. 

Mexico

Mexico continues to have some of the most lenient entry requirements for Americans flying into the country. The land border between the United States and Mexico also reopens on November 8, 2021.

Latin America

In a change from recent months, it’s now easier to visit more Latin American nations for non-essential travel. However, the entry requirements differ widely as some countries may only require a negative pre-arrival test, and others only accept fully vaccinated travelers.

Argentina

Now that spring is coming to the nations south of the Equator, Argentina permits non-essential travelers with full vaccination and a negative pre-arrival test. It’s also necessary to have a negative follow-up test between days 5-7 of your trip.

Belize

Visitors will need a negative pre-arrival test and stay at a government-approved resort.

Brazil

You may only need a negative pre-arrival test to visit Brazil.

Colombia

Colombia’s entry requirements are similar to Mexico’s since the country doesn’t have any pre-arrival testing, vaccination or quarantine requirements.

Costa Rica

The Costa Rica entry requirements depend on your vaccination status:

  • Full vaccination: No entry restrictions
  • No or partial vaccination: Must have proper Covid-19 health insurance or self-quarantine for 10-14 days.

Caribbean

Like mainland Central and South America, the Caribbean islands can have lenient, moderate or strict entry requirements. Some of the most accessible islands to visit include:

  • Aruba
  • Bahamas
  • Dominican Republic

You can anticipate needing a negative pre-arrival test but can enjoy your visit restriction-free.

Many other island nations are also opening, including the Turks and Caicos, Barbados and Jamaica. But you will need to be vaccinated and potentially even have a negative follow-up test while you’re on the island.

Europe

Except for Norway and Sweden maintaining a tourism ban, the rest of Europe is open for non-essential travel. Most countries require age-eligible travelers to be fully vaccinated and have a negative test result.

These entry requirements are similar to the United States and Canada for foreign visitors. In some instances, unvaccinated travelers can enter but must observe a quarantine period.

The EU Green Pass is becoming more commonplace, and tourists can expect to show proof of vaccination or a negative diagnostic test to visit museums, restaurants and other indoor facilities.

Italy

Italy requires full vaccination and a negative entry test. If you cannot show proof of immunization or a recent recovery, you will need to self-isolate for five days and get a follow-up diagnostic test to exit quarantine.

Spain

Fully vaccinated travelers can enter Spain restriction-free and don’t need a negative arrival test. But, unfortunately, unvaccinated travelers are prohibited from visiting.

Australia

Australia still isn’t open for non-essential travel, but expatriate Australians that are fully vaccinated can now fly back into the country for the first time since the pandemic began. The country still plans on reopening for tourism in 2022. Nearby New Zealand is also planning on welcoming international flights in February 2022 for fully vaccinated travelers.

Maldives

The Maldives is relatively easy to enter as you only need a negative pre-arrival test and stay at an approved lodging facility.

Summary

More destinations are opening but require visitors to be fully vaccinated and have a negative pre-arrival test. Latin America and the Caribbean continue to be the best international destinations due to the proximity and laxer entry requirements. 

Domestic travel within the United States can also be restriction-free when traveling between most states.
