Prime Minister Modi recently visited the new Parliament Building in Central Vista. The Prime Minister spent over an hour inspecting the various works going on and saw the facilities being constructed in both Houses of Parliament. He also interacted with the workers at the construction site.
A post is currently going viral on social media claiming that the work of Central Vista was completed in 17 months and was built by the Tata company for free.
However, fact Crescendo found the claim to be false. Tata did not construct the new parliament free of cost.
What’s the claim?
Sharing the image, social media users are claiming, “New Parliament House. Two new records. It was built in merely 17 months. TATA built it and only 1 rupee as a cost to the govt. This is TATA ‘s gift to the nation.”
Fact Check-
There are two claims in the viral post. The first is that the Tata Company built the Parliament Building for free. The second claim is that the Parliament Building was completed in just 17 months.
So what is the truth behind these claims?
First Claim: Tata Groups built the new parliament for free.
To know the truth, we searched Central Vista’s website. We found out that a tender of Rs 862 crore has been awarded for the construction of the new Parliament building and Rs 477 crore for the redevelopment of Central Vista Avenue. The expenditure on these 2 projects till March 2021 is Rs. 195 crores and the budget provision for 2021-22 is Rs. 790 crores.
We also found that the Ministry of Housing and Urban Affairs, in a reply to a question in Parliament on 22 September 2020, said, “tenders for the new Parliament are being monitored and other buildings are in the architectural planning stage. The estimated cost for the construction of the new Parliament building is Rs 971 crore. Other building estimates and development/redevelopment plans for Central Vista Avenue will be worked out after finalization.”
On 9 December 2021, Parliament was informed that only 4 projects under the Central Vista Development/Redevelopment Master Plan are in progress- Construction of new Parliament Buildings, redevelopment of Central Vista Avenue, general Central Secretariat Building and construction of the vice president’s residence. Details of sanctioned funds and their current status are as follows.
On 16 September 2020, Money Control reported that Tata Group had won the tender of Rs 861.90 crore for the construction of the new MP building.
On 16 September 2020, the Central Public Works Department (CPWD) opened financial bids for the construction of the new Parliament Building, which is part of the Central Vista Redevelopment Project. The lowest bid was submitted by Tata Projects. Larsen and Toubro’s bid was Rs 865 crore.
According to NDTV report in 2022, there was a 29% increase in the budget earmarked for the construction of the new MP building. This means an increase of Rs 282 crore on the budgeted Rs 977 crore.
We also searched the Facebook page of Tata Projects Limited. On 14th January 2021, we found a video posted by Tata which talked about the new Parliament building. 3 minutes onwards of this video, the Vice President of Tata Group can be heard talking about this project. In the video, he said, “We were keen to bid for this project, by the grace of God we won the tender. We are confident that we will complete this project on time. We are proud to be a part of this project.”
From the above video, we know that Tata is not building the new parliament building for free. They won a tender of Rs 862 crore for this.
Second Claim: Has the construction of the new Parliament building been completed in 17 months?
We found that a report on Prime Minister Modi’s recent visit to the new Parliament House was published on the Republic World website on 30 March 2023. According to the report, on March 30, Prime Minister Modi went to inspect the ongoing work of the new Parliament building. The work of Parliament is coming to an end. There he met the construction workers. He inspected the various facilities that will be available in Rajya Sabha and Lok Sabha in the new Parliament.
On 20 January 2023, Lok Sabha Speaker, Om Birla tweeted, “The New Parliament Building is still under construction. During Budget Session, the Hon’ble President will address Members of two Houses in the existing Parliament House Building”
From the above facts, it is evident that the new Parliament Building is still under construction.
Conclusion:
Our research proved that there is no truth to the viral claims. The claim that Tata Groups is building the Parliament Building for free is false. Meanwhile, the work of building the Parliament is not over. Prime Minister Modi recently visited to inspect the construction work.
