Sancho’s form during his three years in Germany was superb, and he amassed 51 assists in 104 Bundesliga matches.
However, the playmaker’s still in single digits for assists across his two seasons at Old Trafford, where he’s struggled under Erik ten Hag, Ralf Rangnick and Ole Gunnar Solskjaer.
Ten Hag hast just £120m to spend this summer but he wants a goalkeeper, defender, midfielder and striker.
In order to do so, he must raise significant funds through player sales and United are therefore open to letting Sancho go.
The England playmaker is valued at around £55m by United and Tottenham have been linked with a move for the winger.
But the Daily Star say Dortmund have made the first move for Sancho by making an offer to take him on loan next season.
Though United would receive a significant fee and Dortmund would pay most of Sancho’s wages, the Red Devils rejected the approach.
United see little value in allowing Sancho to leave on loan.
However, they will consider offers to sign the playmaker on a permanent basis as it would afford Ten Hag the chance to sign a goalkeeper and a striker.
Mason Mount is set to complete a £60m move to the club this week.
