The required £35 customer spend excludes certain items including fuel, tobacco, lottery products, gift vouchers and items in the pharmacy.
According to RAC Fuel Watch, prices are stagnating, with no change forecast for petrol and super unleaded, while diesel should continue to fall slowly.
Drivers are paying an average of 145.24p per litre for unleaded E10 petrol, while super unleaded E5 costs around 160.74p.
While diesel prices are falling, down to £1.55, experts have stated that motorists should see costs between 10 to 15p cheaper than the forecourt price.
