Motorists warned of extra parking ticket costs amid calls for ‘tougher measures’

The British Parking Association has warned drivers not to ignore a parking charge notice (PCN) just because they perceive it to be unfair, otherwise they could risk further fines. It advises motorists to appeal to the issuing operator in the first instance and then to the free independent appeals service when this is made available to them.

“However, for this package of measures to be sustainable, there needs to be a sufficient deterrent.

“Without effective parking management, places would become congested and inaccessible.”

The Parking Code of Practice Act contains guidance about the operation and management of private parking facilities.

Despite this, the BPA is calling on the Government to reconsider proposals to drastically lower the level of the deterrent to enable effective parking management.

It cites the “chaos” seen at many seaside towns and beauty spots which saw a rush of people after the easing of lockdown restrictions last summer.

It believes that when the deterrent is set too low, more people take the risk of not following the advertised terms and conditions.

The Government has previously taken the BPA’s advice in setting up a “robust” Appeals Charter, which it was “delighted” about. 

This provides motorists with a known result to any appeal where a simple mistake may have occurred.

This can include a keying error when paying.

It says that the sector focuses on parking management and not punishing mistakes.

This comes as new research has found Worcester to have the most accessible parking for blue badge holders with 96 percent of car parks in the city having spaces for disabled drivers.

On the other hand, Derby was found to have just 42 percent of car parks accessible for those with blue badges.

Other major cities like Southampton, Liverpool and Belfast all had less than 60 percent of their car parks accessible for blue badge holders.
