Next, the DfT suggested giving local authorities extra enforcement powers to stop “unnecessary obstruction of the pavement”.

Although easier than a full national ban, they warned the scheme could become “vague” for drivers.

There would also not be any traffic signs or road markings informing drivers of the local rule which could cause confusion.

Finally, they suggested a national pavement parking ban which could see drivers fined for stopping on the kerb as already in place in London.
