Some manufacturers are developing cars which run on climate-neutral e-fuels such as kerosene made from waste. The proposals could enable a smoother transition, with some combustion engine vehicles eligible to be sold after 2035.
German Transport Minister Volker Wissing said: “It is contradictory when the EU Commission calls for high climate protection targets on the one hand, but on the other hand makes it more difficult to achieve these targets through overambitious regulation.”

While Italy’s Deputy Prime Minister supported the delay, declaring that “the voice of millions of Italians has been heard”.
The Climate Group has said that a delay would impact air quality and the environment across Europe as well as the EU’s integrity and ability to reach climate commitments.

Sandra Roling, director of Transport at The Climate Group, said the proposals were “deeply concerning” to postpone the ban. She explained: “Our asks are simple. Stick to the 2035 date, and no concessions for e-fuels. Give businesses the clarity and certainty they need to invest in the switch to electric vehicles.”
Similarly, Jim Rowan, CEO of Volvo Cars, said: “Now is not the time for backtracking and blocking of science-based climate targets for our industry.
“Now is not the time to put domestic political interests ahead of the health and welfare of our planet and EU citizens, and indeed of future generations. Now is the time for strong, decisive and progressive policy and leadership.”
