However, if the police deem the driver not to be in control of the vehicle, they could still hand out a fine.

Next week’s changes have proved divisive, not least the “Dutch Reach” rule which means motorists must use their “wrong” hand to open a car door in order to turn round and look out for cyclists.

Failure to do that would mean a fine of up to £1,000.

And in another change, drivers must now give cyclists 1.5metres of space when passing.
