On March 29, 2023, the United States Senate passed H.J. Res. 7, which would overturn President Trump’s federal Covid-19 emergency declaration on March 13, 2020. While the order is set to expire on May 11, 2023, U.S. Travel Association President and CEO Geoff Freeman stated that this repeal would help boost tourism and the economy. This latest passage could bring changes sooner than the May 11, 2023, expiration date.

The Vaccine Mandate
The United States requires most foreign air travel visitors that are not citizens or permanent residents to show proof of being vaccinated against Covid-19 to enter the country. United States citizens are exempt from this policy.
In June 2022, the Biden administration dropped the negative Covid-19 test requirement for air travel into the United States. However, the Centers for Disease Control and Prevention (CDC) vaccination requirement for most foreign air travelers remains in place.
Resistance To Ending The Order
There is some resistance regarding ending the national emergency. By repealing the order, funds for communities and waivers for healthcare providers to help patients would end. It may also disrupt care for millions on the federal and local levels.
