However, the council has confirmed this will rise to a £20 daily fee from August 2025.
Low emissions vehicles which meet Euro 4 petrol and Euro 6 diesel standards will face a £4 per day charge in weeks.
Meanwhile, ultra low emissions vehicles emitting less than 75g/km of CO2 will face £2 per day fees.
Charges will apply to drivers between 7am and 7pm, seven days a week, all year round.
