Forward buying Ukrainian grain would invalidate Russia’s claims that allowing it to leave the country would be helping the war effort, an SNP MP has said.
Dave Doogan said: “It’s not Nato’s or the west’s responsibility to get that grain out, it’s not Ukraine’s responsibility, it’s humanity’s responsibility to get that grain out of Odesa and into the global markets where they can provide a lifeline literally, sadly, for the poorest in the global community.”
He asked: “Is there some mechanism that very clever people in the department for trade and his Cabinet colleagues can look at about forward-buying the value of the grain in Ukraine so that the grain is already sold before it leaves Ukraine, thereby denying Russia, however tenuous it might be, the opportunity to say that it’s aiding the Ukrainian war effort with finance?
“If the finance is already in place, that argument no longer stands. It will evidence that if Russia still blockades outward transit of grain from Odesa this is purely a malign act of belligerence that will cost thousands, hundreds of thousands, of people their lives.
“Also, it will vacate the silos and storage facilities of Ukraine to receive this year’s harvest so we don’t store up exactly the same problem for years to come.
“It’s absolutely vital that we co-ordinate the best ideas around that particular priority as possible.”
