Even if the country exists peacefully in undisputed territory, it cannot join until it wins unanimous support from all 30 members.
So far, fewer than a third of them have supported Ukraine’s accession to NATO ranks.
Earlier this week, nine Eastern European NATO nations signed an open letter supporting Mr Zelensky’s application.
They included Czechia, Estonia, Latvia, Lithuania, North Macedonia, Montenegro, Poland, Romania and Slovakia.
