Another witness claimed the attacker “caused absolute panic” when he started attacking the children and “caused carnage”.
At least two of the children affected by the attack, all believed to be aged around three, are now in a “life-threatening condition” and were rushed to hospital, police said.
Among the casualties of the stabbing are also believed to be at least an adult, according to the prefecture and a source close to the case.
Authorities are now investigating the attack, which was described as “abominable” by regional deputy Antoine Armand.
Several emergency services vehicles, including a helicopter, were spotted on the scene.
François Astorg, the Mayor of Annecy, also took to Twitter, describing the attack as “appalling” and urged people to stay away from the cordoned area to allow the investigation to be carried out.
